| 内容記述 | 本論文の目的は、1874年に制定された恤救規則の意義を検証することである。先行研究により成立過程は一応明らかにされているが、同規則それ自体の意義については様々な見解が存在している。 本論文の特徴は、次のとおりである。一つ目は、資料として、主に、明治政府の行政書類であり、救済関連の行政文書が含まれている太政類典を用いたことである。二つ目は、明治初期を日本の国民国家の形成期の一部とみなしたことである。三つ目は、救済関連行政文書と何度も改組された救済担当行政機関との対応関係を分析したことである。 その結果、恤救規則は、各地域を国家に統一する国民国家形成の過程において、政府による救済策のうち、個人救済に関する全国的規則として成立したものであることが明らかになった。 |

| 内容記述 | This article aims to verify the significance of the Jutsukyuu-Kisoku which formed in 1874. Depending on previous study, the process of that's formation was at least cleared up. However, various thoughts exist about the significance of that itself. The characteristics of this article are as follows. The first is using as material mainly the Dajouruiten which is the Meiji Government's document, and contains administrative writings related to relief. The second is interpreting the beginning of the Meiji Period as a part of the forming period of Nation-State in Japan. The third is analyzing the connection between the administrative writings related to relief and administrative agency in charge of relief which was reorganized many times. In consequence, it becomes clear that in the course of Nation-State's formation in which many regions were united toward a nation, the Jutsukyuu-Kisoku was formed as a national regulation on personal relief among several government's remedy. |
