| 内容記述 | The Global Definition of the Social Work Profession (2014) has an emphasis on indigenous issues, particularly ‘indigenous knowledge’ in the context of colonialism. The Asia Pacific Amplification (2016) of this definition similarly mentions ‘indigenous and colonizing histories’, while the Japanese Amplification (2017) also recognizes ‘discriminatory and oppressive histories’. In view of these, this paper is concerned with the indigenous Ainu people of Japan. It aims 1) to give an overview of the history of colonization and assimilation effecting Ainu people, and 2) to illustrate the impact on their present day marginalization. To fulfill this goal, historical and demographic data is presented based mainly on official sources. In accordance with the objectives, the results are divided into 1) the history of colonization and assimilation and 2) contemporary population and marginalization. The former organizes history into (1) expansion by the shogunate, (2) modern state policy and (3) post-war developments. The latter contains data on (1) the Ainu population and (2) their marginalization in and (3) outside Hokkaido. These results show the process of colonization from the 15th century continuing to the modern era, as well as assimilation attempts since the 19th century. Such processes led to the downfall of the Ainu people into poverty. While several attempts were made to protection and welfare promotion, contemporary statistics show levels of marginalization and gaps when compared to the general population. When such results are viewed together, they reveal a possible relationship, namely the intergenerational cycle of poverty. | |||||

| 内容記述 | 『 ソーシャルワーク専門職のグローバル定義』は先住民族の課題と植民地主義を重点的に扱っており、その『アジア太平洋展開』と『日本展開』もこのような負の歴史を認識している。本稿は日本のアイヌに焦点を当て、１）植民地化と同化の歴史と、２）それらが現代の周縁化に及ぼす影響の整理を目的としており、公的な歴史及び人口データを提示している。結果は１）植民地化と同化の歴史と２）現代の人口と周縁化に分けられている。前者は（1）幕府の領土拡張、（2）近代国家政策、（3）戦後の動向を、後者は（1）アイヌ人口、（2）道内周縁化、（3）道外周縁化に関するデータをまとめている。15 世紀から近代に至る植民地化と19 世紀以降の同化のプロセスは、アイヌの貧困をもたらした。保護や福祉向上の対策がとられてきたものの、一般人口と比較した場合、現代の統計は周縁化と格差を示しており、世代間の貧困の連鎖の可能性が浮き彫りになっている。 | |||||
