内容記述 In 2015, the Third United Nations World Conference on Disaster Risk Reduction agreed to adopt the Sendai Framework for Disaster Risk Reduction 2015-2030, which required all governments to encourage the disabled and disadvantaged to join disaster risk reduction management (United Nations 2015). However, on a practical level, inclusive disaster management is still under discussion, especially in Southeast Asian countries such as Thailand and the Philippines (Saito & Nishida 2015).
Through a field study, this study discusses the situation and treatment of the disabled/disadvantaged after the 2014 Chiang Rai Earthquake. From the interviews it was found that local disaster management for the disabled/disadvantaged was unplanned, family-based, and charity-focused and that little attention had been paid to inclusive disaster management in Thailand.
To ensure the development of inclusive disaster management in the future, it is necessary to determine how the disabled/disadvantaged can be assisted after a disaster under the constraints of limited materials, labor and time. The rising power of civil society such as local governments or volunteers can be harnessed to support the disadvantaged and empower them to establish a mutual assistance system for disaster management in Thailand.
