| 内容記述 | 財政投融資改革によって郵便貯金と年金積立金は市場運用されることとなった。しかしながら、資金の大部分が国債によって運用されており、国の財政赤字をファイナンスするという役割を担わされている。このような国と郵便貯金・年金積立金との不正常な状況を改めていくためには税制や年金制度を含めて財政投融資の在り方について再検討する必要がある。本稿ではそのための改革試案を提案している。 | |||||

| 内容記述 | Postal savings and accumulated pension funds are now managed in the market as a result of the reform of the Fiscal Investment and Loan Program. The funds of the program, however, are mostly managed by government bonds, making the program play a role in financing the government's fiscal deficit. The modality of the Fiscal Investment and Loan Program, including the tax and pension systems, thus needs to be re-examined in order to resolve this abnormal situation concerning the government, postal savings, and accumulated pension funds. In this paper, the author makes a reform proposal to that effect. | |||||
