| 内容記述 | 日本の障害者福祉にほぼ相当する制度はオーストラリアでは「障害支援サービス」であり、これについてオーストラリア政府はミニマムデータセットと呼ばれる調査項目・基準を用いて毎年そのサービス利用者に関する詳しい行政統計を収集・公表している。サービスは７グループ34 種類、障害者は４グループ12 種類に区分されており、日本と異なる面があるので厳密な比較はできないが、いくつかの特徴点が見られた。 例えば、人口換算して日本と比較すると全体としてサービス利用者数が多く、とくに一般雇用に向けての雇用支援サービス、レスパイトサービス、グループホーム、学習・レクリエーション支援サービスなどの分野でのサービスが普及している。 |

| 内容記述 | Disability Support Service in Australia is roughly equivalent to Japanese Social Welfare Service for persons with disability. The Commonwealth Government collects service information from all service outlets using Disability Service National Minimum Data Set and disseminates annually the statistical data based on that information. The Disability Support Services are divided into seven groups with the total of 34 service types and the disability of users are divided into four groups with the total of 12 sub-groups by the Data Set. The definitions (concept or range) of service type or disability categories are somewhat different with Japanese ones, and therefore a strict comparison is not possible. However some instructive points are shown in the data from the viewpoints of Japanese policy development. For example, the total number of users with disability is very big in Australia (after adjustment with population size), especially for the services of Open Employment, Respite Service, Group Homes, Community Access Service (learning, recreation/holiday programs etc.). | |||||
