| 内容記述 | In Germany, labor market reforms (Hartz reforms, i.e. Hartz I–IV) were implemented in the 2000s. These were then gradually put into practice. The measures of Hartz IV were implemented on January 1, 2005. This brought together the former unemployment benefits for long-term unemployed and the social assistance benefits. 15 years have passed since this enforcement. Furthermore, the fourth Merkel cabinet continues until the federal election in 2021. Examining the current debate on poverty and inequality is the basis for understanding the future situation in Germany. In other words, the purpose of this paper is to clarify the current situation of poverty and inequality issues through the analysis of poverty discussions in Germany from 2017 to 2019 and the analysis of federal policy trends. | |||||

| 内容記述 | ドイツでは、2000 年代に入り、労働市場改革（ハルツ改革）が実施された。ハルツ改革の中でも、従来の失業扶助と社会扶助を統合する内容を含むハルツ第Ⅳ法（以下、ハルツⅣという。）の施行（2005 年1 月1 日）から15 年がたつ。また、現在は、第4 次メルケル内閣の任期の折り返し地点でもある。この時期における貧困や格差に関する議論の検討は、今後のドイツの状況を把握する礎となる。言い換えると、本稿の目的は、2017 年から2019 年にかけてのドイツ国内における貧困を巡る論争や連邦政府の政策動向の分析を通じて、貧困問題や格差問題の現状と課題について明らかにすることにある。まずは、議論の前提となる、ハルツ改革とその後に関する概要を述べる。次に、貧困や格差を巡る論争とハルツⅣに対する社会の反応を検討する。これらを踏まえて、連邦政府の政策動向について考察していく。 | |||||
